The test: does your customer ask ChatGPT about it?
ChatGPT ads are matched to the topic of a conversation. That single fact decides who should run them. If people in Kuwait open ChatGPT and ask questions that lead to your product, there is a conversation for your placement to sit under. If they do not, no amount of budget creates one. So the first question is not "can I afford it" but "what does my customer type before buying from me", and whether that typing now happens in ChatGPT rather than Google or Instagram.
The pattern we see in Kuwait is that research-heavy, higher-ticket, or confusing purchases have moved into chat first. People ask ChatGPT to compare, explain, shortlist and sanity-check. They do not ask it which shawarma to order tonight. We looked at this shift in how Kuwait customers use AI search; the short version is that the more a purchase needs explaining, the more likely there is a ChatGPT conversation you could appear under.
Sectors that fit Kuwait: real estate, cars, education, home services, e-commerce
Real estate is the clearest fit. Someone weighing an apartment in Salmiya against a villa in Ahmadi will ask ChatGPT about areas, commute, service charges and what to check before signing; a broker's placement under that answer arrives at the right moment. Car dealers are similar: people ask which model holds value in Kuwait's heat, what a fair price is, and what to inspect on a used car. Education, from nurseries to English courses to universities abroad, is a research conversation by nature, and parents in Hawally and Jahra are having it in chat.
Home services fit because the question is usually urgent and specific: who fixes an AC in summer, who installs a kitchen, who moves furniture between Farwaniya and Salmiya. A placement that links straight to a WhatsApp-first page can win that job. E-commerce fits where the product needs comparing rather than scrolling past: electronics, furniture, specialist skincare, anything people ask ChatGPT to shortlist. A Shopify store with clear product pages and KNET at checkout is the natural landing spot, and a fast page matters more here than a pretty one.
Clinics and aesthetics: what the sensitive-topic exclusion means
Kuwait's clinics and aesthetic centres are among the heaviest advertisers on Instagram and Snapchat, so they ask about ChatGPT ads first. The honest answer is: it depends on the conversation. OpenAI does not show ads around sensitive topics, and health and mental health are named explicitly. A conversation about symptoms, diagnoses or treatment for a condition is not a place your placement will appear, regardless of budget. That is a platform rule, not a targeting option you can switch off.
Where a clinic can still fit is the consumer side of the category: comparing dental clinics in Salmiya on price and hours, asking which aesthetic centre is licensed and where it is, finding a paediatric clinic that opens on weekends. Whether a given topic falls inside or outside the exclusion is decided by OpenAI's classification, not by you or us, so expect some conversations to be unavailable. Layer Kuwait's own rules on top: the Ministry of Health's medical advertising rules mean no outcome promises and modest creative, which suits a text-first placement anyway.
Who should not run ChatGPT ads yet
Cafés and restaurants, with rare exceptions. Kuwait's F&B scene lives on Instagram, Snapchat and TikTok because the decision is visual and impulsive, and ChatGPT placements are text-first. Fashion drops and trend products for the same reason. Anyone whose customers are mostly on paid ChatGPT plans, since ads only show on Free and Go. And any business with a budget so small that a test cannot collect enough conversions to judge; better to spend that money making one Meta campaign work.
Also, not yet, anyone whose site is not ready. A slow page, no Arabic version, no pixel, a contact form that emails nobody, a WhatsApp number that answers tomorrow. A ChatGPT placement sends a person who is mid-question; if the page does not answer it in seconds, they go back to the chat and ask the next thing. Fix the page first. That is usually a CRO job, and it pays back on every channel, not only this one.
How to decide, and what to send on WhatsApp
Run the test yourself before you talk to anyone. Open ChatGPT and ask the questions your customers ask you: in English, then in Kuwaiti Arabic. If the answers describe your category, compare options, or list places in Kuwait, there is a conversation to advertise under. If ChatGPT declines to answer or steers the person to a doctor, you have found the sensitive-topic wall.
