Why this choice matters more on a new channel
On Meta or Google you can survive a mediocre agency because the platform is mature, the benchmarks are public and your competitors' mistakes are visible. ChatGPT ads are different. The channel is new, access is still partly managed, GCC availability changes by country and by plan, and there is no public track record to check anyone against. That is the perfect environment for a confident pitch and an empty result. The agency you choose is the only guardrail you have.
So flip the usual order. Do not start with creative ideas or a deck. Start with the boring questions: measurement, language, honesty about availability, how they report, and who owns what. An agency that answers those five plainly will probably run the channel well. One that dodges them will probably run your money into impressions. The questions below work for any market from Kuwait to Muscat, and they work on us too, so ask them.
The five questions to ask
One: how do you measure it? The right answer names the OpenAI conversion pixel, plus server-side tracking to deduplicate, plus a way to follow the lead into WhatsApp and through to the sale. If the answer is a dashboard screenshot from another platform, keep asking. Two: who writes the Arabic? Not who translates it. Gulf Arabic written natively for a Saudi or Kuwaiti reader is a different job from MSA translated from an English draft, and the reader can tell in one line.
Three: what is the availability in my country, today? The honest answer is that rollout is staged by country and by plan, that it changes, and that they will check before any money moves. An agency that answers with a flat yes for every GCC state is either not checking or not telling you. Four: what does the monthly report show? Revenue tracked back to the click, cost per tracked lead or sale, and a plain-language note on what changed. Not reach, not impressions, not a sentiment score.
Five: who owns the accounts? The ad account, the pixel, the landing pages and the WhatsApp number should be yours, with the agency as a manager you can remove. If any of it sits in the agency's name, leaving them means starting from zero, and they know it. Ask for this in writing before the first invoice. Our performance marketing engagements are set up this way, and it should be normal everywhere.
Red flags that should end the meeting
Guaranteed placement. Nobody can guarantee a Sponsored slot, and nobody can put you inside the organic answer for money at all; that part is earned through listings, credentials and reviews, and it is SEO and AI-search work, not media spend. An agency blurring the two either does not understand the product or hopes you do not. Walk out politely, and take your pixel access with you.
Invented benchmarks. Regional CPMs, average cost per lead for clinics in Dubai, conversion rates for Saudi e-commerce: none of this is published, and the channel is too young in the Gulf for anyone to have a reliable private dataset. If a number appears in a proposal, ask where it came from. Other flags: a long lock-in contract on a channel that might not be open in your country yet, a refusal to show you the pixel setup, and reports that lead with impressions.
