There is no price list, and anyone quoting one is guessing
OpenAI has not published a rate card for ChatGPT ads. Any agency in Dubai telling you a fixed cost per click or a monthly package price is either quoting its own fee or making it up. What a managed buy asks for as a minimum commitment is something we confirm at the time, because it changes; expect it to look like a serious media test, not a small boost.
That is not unusual. Google and Meta do not have price lists either; they have auctions, and the UAE is one of the most contested auctions in the region because everyone from global brands to a Deira trading company competes for the same Dubai audience. The honest way to talk about ChatGPT ad cost is the way we talk about Google Ads: what you pay depends on who else wants that conversation, and what you get depends on your landing page. Budget thinking in AED: a slice, not a new line
Do not open a new budget line for ChatGPT ads. Take a slice from what you already spend on Google search or Meta in the UAE and treat it as a test. If a Dubai clinic, broker or online store already spends a meaningful monthly amount on paid media, a first ChatGPT test should be small enough that losing it hurts nobody and large enough that the pixel records real conversions, not two clicks and a guess. Think in AED and in outcomes. A serviced-apartment operator in Business Bay knows what a booked viewing is worth. An e-commerce brand shipping across the Emirates knows its average order value and its return rate. Set the test budget as a multiple of what a lead or order is worth to you, run it long enough to see the full conversion path, then decide. If the channel earns its place, money moves from the weakest existing channel into it. If it does not, the slice goes back where it came from, and you have lost nothing but a few weeks.
What actually drives the cost
Four things. First, topic competition: conversations about Dubai off-plan property, Marina rentals or aesthetic clinics will attract more advertisers than conversations about a Sharjah car-detailing service. Second, language: English conversations in the UAE are where most advertisers will crowd, so Arabic can be less contested for the buyers it reaches. Third, geography: Dubai is not Abu Dhabi, and neither is Al Ain. Fourth, and the one you control most, your landing page. A page that converts twice as well halves your effective cost per lead without touching the auction at all.
Seasonality moves price too. Dubai Shopping Festival in winter, Ramadan and Eid, the summer heat slowdown when families leave, UAE National Day in December: demand and competition follow the calendar, and so does what the auction charges. Whatever it charges, the number to watch is cost per tracked conversion, which is why we insist on the OpenAI conversion pixel and server-side tracking before a single dirham is spent. Without it you know what you paid and nothing about what you bought.
VAT, invoices and who bills whom
Advertising is a taxable service in the UAE, so plan for VAT at the standard UAE rate on your media spend and on any agency fee. CPM and CPC tell you what the auction charged. They tell you nothing about whether the business grew.
