Business Manager Disabled in Kuwait: Everything Locked, Here's the Path Out

When the portfolio goes, the Pages, pixels, catalogues and every ad account go with it. Different problem, different appeal, and it is document work rather than marketing work.

What just happened, and what still works

A portfolio restriction is a different order of problem from an ad account restriction. Every asset inside it locks at the same moment — Pages, pixels, catalogues, commerce, and every ad account regardless of its own standing. Businesses running five brands from one portfolio lose all five in the same minute.

Restricted is not deleted, and knowing exactly what still works decides what you rescue in the first hour. Organic posting from the Page usually continues. Messages usually keep arriving. Existing catalogue listings often stay up. Analytics and exports frequently remain available for a short window.

Use that window. Export performance history, creative files, audience source lists, lead form submissions and the catalogue before anything else. Access can narrow further without warning, and what you save now sets how fast you can recover later.

Then check whether this is enforcement or access loss. Being removed as an admin looks identical to a restriction from the outside and needs the opposite response. If you can still see the portfolio but cannot act in it, check your own role before you write a single word of appeal.

Portfolio appeals are document work

An ad account appeal is usually about a creative. A portfolio appeal is usually about identity. Meta wants to be satisfied that a real, verifiable business is behind the portfolio, and the review is closer to a compliance check than a marketing conversation.

That means the deciding factor is rarely how good your business is and almost always whether your documents agree with each other. A legal name, an address and a phone number that match across four places: your commercial licence, your website, your Page and the portfolio itself.

In Kuwait they usually do not agree out of the box, and this single mismatch fails more local appeals than policy violations do. The licence is in Arabic. The portfolio is in a Latin transliteration someone chose in 2021. The website footer says the trade name. The Page says something shorter. Every one of those is a discrepancy from the reviewer's side.

Align all four before you submit anything. Use the exact legal name as it appears on the licence, including the transliteration the licence itself uses where there is one. Put the same address and phone on the website and the Page. It is unglamorous work and it is the highest-yield hour you will spend on this.

Verification, and why it keeps failing

Most Kuwait portfolio problems resolve through business verification rather than argument. Meta asks for a document proving the entity exists, and the commercial licence is normally the right one. What fails is the presentation, not the business.

The common failures: a cropped or angled photo of the licence instead of a clean scan; a licence whose name does not match the portfolio; an expired document; a phone number on the submission that appears nowhere else; a trade name submitted where the legal entity name was required.

Attempts are limited in practice, so the second submission must be materially different from the first. Change something real — the document, the name on the portfolio, the address on the website — rather than resubmitting the same file and hoping for a different reviewer.

If you are a home business or a freelancer without a licence, verification is a wall and there is no honest way around it. The route through is the appropriate Kuwait licence for your activity, which also solves your payment and local advertising position at the same time. We will help you work out which one applies; we will not help anyone borrow or fabricate one.

Protect the rest while you work on it

Do not remove assets from the portfolio while an appeal is open unless support asks you to. A removed asset frequently cannot be reinstated, and removing the evidence can make the review harder rather than easier.

Do not create a second portfolio to keep trading. Meta links portfolios through the people, the domain, the pixel and the payment identity, and a replacement built to continue restricted activity is circumvention — it usually ends with both gone.

Do treat the revenue as a separate problem starting today. Budget to another platform, your customer list on WhatsApp, the offer running organically. A portfolio review is measured in weeks and the business cannot wait for it.

And once you are back, fix the structure that made this a five-brand outage instead of a one-brand one. One portfolio per legal entity, assets owned rather than borrowed, partner access for agencies, verified domain. That separation is only possible while everything is healthy, which is exactly when nobody does it.

Frequently asked questions

Can I move my Page and pixel to another portfolio now?+

Usually not once the portfolio is restricted — that is precisely why asset migration is a job for when everything is healthy. If you still have the ability to move ownership, be careful: moving assets during an open review can complicate it, and a removed asset often cannot be restored. Ask before you act if the appeal matters more than the speed.

Why did my portfolio get restricted when the ads were fine?+

Portfolio-level action is often about identity or people rather than creative: a verification that was never completed, a name that does not match the licence, an admin whose own profile is restricted, or a payment identity linked to a previously disabled asset. Build a timeline of what changed in the days before it happened — the trigger is usually in it.

How long do portfolio appeals take?+

Longer than ad account appeals in our experience, because they are document reviews rather than content reviews. Plan in weeks, submit once with everything aligned, and run your revenue plan in parallel from day one rather than treating the wait as the plan.
