The restriction nobody looks for
Meta enforces on people, not just on assets. A personal Facebook profile can lose the ability to advertise, and when it does, every asset that person touches stops working — regardless of how clean the ad account, the Page and the portfolio are.
From the business side this is genuinely invisible. Account Quality for the business shows nothing wrong. The ad account looks healthy. The Page looks healthy. Ads simply do not run, or campaigns cannot be created, and teams spend days appealing assets that were never restricted.
The check takes two minutes and almost nobody does it: log in with your own personal profile, not as the business, and look at your own advertising status. Then do the same for every admin on the portfolio — including the freelancer from last year and the employee who left in spring.
This is also why access is contagion. Adding an admin brings their own enforcement history into your portfolio, and one person's restriction can take down assets belonging to several unrelated businesses they happen to have access to.
Why a personal profile loses advertising access
Repeated policy violations across ads that person created, even on different accounts and even months apart. The history is attached to the human, not only to the asset.
Association with a previously disabled asset. Being an admin on an account that was permanently disabled can carry over, which is why inheriting someone else's damaged history is a real risk when you hand out admin roles casually.
Security signals. Logins from several countries in a short window, a compromised account, or a profile that was used to run spend immediately after being created all look like risk patterns regardless of intent.
And identity problems: a profile name that does not match the person, an unverified identity where verification was requested, or an account created with details that do not hold up. These are the most fixable of the four.
What to do about it
If verification is being requested, that is good news — it is a door rather than a wall. Submit a clear, uncropped image of a civil ID or passport whose name matches the profile exactly. Most failures here are photo quality and name mismatch, not identity, and repeated failed attempts make later ones harder.
If it is a policy history, the appeal is a personal one and follows the same rules as any other: short, factual, addressed to the policy, with a specific statement of what has changed. Arguing that the business is legitimate is not the point, because the business is not what was restricted.
Meanwhile, protect the assets. Remove that person's advertising permissions so campaigns can be created and run by an admin in good standing. Removing them does not undo the past association, but it stops the outage continuing while the personal appeal is decided.
And take the wider lesson: two admins, both with two-factor authentication, documented, and everyone else on the narrowest role that lets them do their job. Most Kuwait businesses have six admins and no access policy, and this is the failure that finds them.

Can I just use a different personal profile to run the ads?+
Creating a new profile to get around a restriction on your own is circumvention and it typically escalates enforcement to everything connected to you. A genuinely different person in your business, with their own real profile and their own clean standing, being granted a role is a different thing and is normal operations — but that person's standing is now exposed to the same history, so do it knowingly.
