Your Page Is Restricted From Advertising: Why the Ad Account Looks Fine

Page-level restrictions are invisible from the ads manager, which is why people appeal the wrong asset for weeks. Each asset has its own quality screen and its own appeal.

Why you cannot see it from the ads manager

Every Meta asset has its own quality screen and its own enforcement record. The ad account has one. The Page has a separate one. Instagram has another. The business portfolio has another again. Nothing surfaces another asset's restriction for you, so an advertiser looking only at the ads manager sees a healthy account and campaigns that will not deliver.

This is the reason the phrase everything looks fine and nothing runs is so common. The flag exists; you are looking at the wrong screen for it. Open the Page itself and find Page quality, which lists violations against the Page, whether it can advertise, and any appeal available.

The same applies to Instagram, which has its own account status inside the app and is handled in a different queue from Facebook. If your business is Instagram-led, which most Kuwait retail and clinic businesses are, check there before assuming the ad account is the problem.

And check the direction of the relationship. If both a Page and an ad account are flagged, the Page is the parent — appealing the ad account while the Page is still restricted spends an attempt for nothing.

What gets a Page restricted

Accumulated content violations. Page violations build up quietly over months — posts removed, content flagged, community standards actions — and then cost you advertising entirely. Most Page owners never open the quality screen and so never see the ladder they are climbing.

Boosting old organic posts. Organic content is judged by one rulebook and ads by a stricter one. A post that lived happily on the Page for a year can violate advertising standards the moment you put money behind it, and the violation lands on the Page.

Identity changes. A Page name change, a category change, or a rebrand triggers review. Doing all three during a campaign is a self-inflicted outage, and doing them the same week you also change payment method or add an admin is stacking risk events.

Impersonation and IP reports. For Kuwait resellers in gold, perfume and fashion this is a live risk: using brand names and official imagery you are entitled to sell but not to advertise with generates infringement reports that land on the Page.

When the Page is unpublished

An unpublished Page is a bigger event than a restricted one, because it takes the ads, the shop, the reviews, the messages and the WhatsApp button with it in the same moment. For a business whose Page is the storefront, this is the whole operation going dark.

Inventory what depended on it before you do anything else. Click-to-WhatsApp ads stop. The Instagram connection may break. Catalogue and shop listings can disappear. Existing customers messaging you get no reply, which costs you more quietly than the ads do.

Appeal from the Page, and fix the offending content first — if specific posts were removed, do not repost them anywhere, including on Instagram, while the review is open.

And put a temporary route to reach you somewhere visible: the website, Instagram bio, Google Business Profile. Customers do not know you have a policy problem; they know you stopped replying.

Keeping the Page healthy afterwards

Check Page quality monthly. It takes two minutes and it is the screen that predicts your next restriction — a pattern of removals is a countdown, not a coincidence.

Split your content library formally into organic-only and boostable. Anything that would fail advertising standards — a transformation photo, a testimonial making a health claim, a giveaway mechanic — stays organic and never gets money behind it. Label it at production, not at boosting time.

Clean up Page roles quarterly. Old agencies, ex-employees and a cousin from 2019 still hold admin on most Kuwait Pages, and each one is both an access risk and an enforcement risk.

Change one identity attribute at a time, outside a campaign window. Rebrands are survivable; rebrands during peak season while also changing the billing are how businesses lose a month.

Open the Page as the Page, go to the Page's professional dashboard, and look for account or Page status. It lists content that was actioned, whether the Page can advertise, and any appeal available. It is a separate screen from the Account Quality you use for the ad account, and that separation is exactly why the restriction is missed.

My Instagram is restricted but Facebook is fine. Do I appeal in both places?+

Yes, where both surfaces offer it — they are different queues and one can resolve while the other does not. Appeal inside the Instagram app under account status, and also in Account Quality if the Instagram account is connected to your business portfolio. Keep the wording identical across both.

Is a shadowban the same as a Page restriction?+

No, and conflating them wastes a lot of time. A collapse in organic reach with no enforcement listed on your account status is a distribution problem — a content, format or timing issue — and appealing it achieves nothing because nothing was actioned. Check account status first: if it lists no restriction, you have a reach problem, not a ban.
