Where the rollout stands
OpenAI began showing ads inside ChatGPT in early 2026, starting in the United States, on the Free tier and the low-cost Go tier. Paid plans do not show ads. On the advertiser side, early access has gone to a limited set of advertisers and managed buys, with self-serve access widening over time. That is the whole public picture. Rollout is staged by country and by plan, and it has not followed a published calendar that anyone in the Gulf can plan around.
So the honest answer for the UAE is: it depends on the week you ask. Anyone stating flatly that ChatGPT ads have launched in Dubai, or that they have not, is ahead of OpenAI. What we do instead is check. 'Available in the UAE' means two different things
The first meaning is whether people in the UAE see ads at all. That depends on whether OpenAI has switched ads on for users in this country and on which plan they use. The UAE has a large share of people on free personal accounts, phone in hand, asking about a flat in JVC, a school in Abu Dhabi or a weekend in Fujairah. When ads reach them, those conversations become inventory. It also has a large share of professionals on company plans who will never see an ad, which shapes who you can reach.
The second meaning is whether a UAE-registered advertiser can open an account, be billed, and target the UAE. These two do not have to arrive together. A business may be able to buy geo-targeted placements through a managed route before local self-serve exists, or the reverse. Billing entity, currency and invoicing for a UAE company also need checking, which is part of the cost and VAT question. This is why a WhatsApp check beats a blog post from three months ago.

If the answer is wait, the useful work in the meantime is the work that makes every other channel better too: tracking, landing pages and the WhatsApp flow. We revisit the status on a schedule rather than when someone remembers, because GCC availability changes and the businesses that launch first in a market like Dubai tend to get the least contested weeks.
What to prepare now so you are first in line
Measurement first. The OpenAI conversion pixel goes on your site, backed by a server-side conversions event so a lead or order is never counted twice. English first, because that is how most UAE conversations happen, with Arabic versions where Emirati and Gulf-national buyers matter. What to do with the waiting time
Use it to earn the placement money cannot buy. Ads sit below the answer, labelled Sponsored. Being named inside the answer is still earned: consistent name, address and phone across Google Business Profile, directories and your own site; credentials and licences written in plain text; real reviews; mentions on sites other than your own. Also use it to learn what message converts. Run the same offer as click-to-WhatsApp ads on Meta or as Google search, with the same landing page and the same tracking.
