The order matters more than the wording
Fix, then appeal. Not the other way around. An appeal filed against an unchanged account asks a reviewer to look at the same evidence and reach the same conclusion, and that is exactly what usually happens.
Appeal upward, not sideways. If both a Page and an ad account are flagged, the Page is the parent and the ad account inherits from it — appealing the child while the parent is still flagged wastes both attempts. Same with a personal profile: fix the human layer before the assets that person touches.
Appeal once. Multiple submissions from multiple people, or the same appeal resubmitted every morning, is read as a signal in itself. The queue does not move faster because you joined it several times, and in some cases repeated submissions close the case.
And know before you start whether this is worth appealing at all. If the message says the decision can't be reviewed and every appeal control has disappeared, the honest move is to settle any balance, rescue your data and plan the rebuild — not to spend three weeks writing to a wall.
Where the appeal button actually is
There is no single appeal form. Each restricted asset has its own entry point, and filing from the wrong one is the commonest reason people wait weeks for a response that was never coming.
Ad account: Account Quality inside your business portfolio, on the ad account's own row. Business portfolio: the same screen but at portfolio level, which is a different control and usually a document-led process. Page: from the Page itself, in Page quality — not from the ads manager, where it is invisible.
Instagram: inside the Instagram app under account status, and separately in Account Quality if the account is connected to a portfolio. These are different queues and it is worth filing at both.
Personal profile: while logged into that profile, which usually means an identity submission rather than a policy argument. Payments: not an appeal at all — settle the balance, replace the failed method, and the block generally clears itself.
Screenshot each screen as you go. Interfaces change, messages disappear, and having a record of what the notice said on the day is useful throughout.
What belongs in the text
Three short paragraphs. What you believe was flagged. Why it does not violate the policy that was cited. What specifically you have changed, named precisely — the ad deleted, the sentence rewritten, the redirect removed, the verification completed.
Name the policy by its own words. If the notice said Unacceptable Business Practices, write to that, not to a general defence of your company. A reviewer is checking whether a specific problem still exists, not forming an opinion about your business.
Keep the register flat and factual. The appeal is a compliance statement, not a complaint and not a pitch. Nothing about how much you have spent, how many years you have advertised, how many staff depend on this, or what your lawyer thinks — those four are the most reliable ways to get an appeal closed and they appear in almost every appeal written in the first hour of panic.
If you genuinely believe it was an error and nothing needed changing, say that clearly and briefly, and point at the specific evidence. But be honest with yourself first: in most Kuwait cases we see, something did need changing, and the appeals that say so are the ones that move.
What to attach, and what to leave out
Attach proof that the violation no longer exists. A screenshot of the corrected landing page. The rewritten ad copy. The commercial licence, where the issue was verification or a name mismatch. The removal confirmation for a deleted asset.
For a portfolio restriction, this is almost the entire job. Meta wants a legal name, an address and a phone number that agree across your licence, your website, your Page and your portfolio. In Kuwait they usually do not agree out of the box, because the licence is in Arabic and the portfolio is in a transliteration of it. Align all four before you submit anything — that single mismatch fails more Kuwait appeals than policy does.
Leave out testimonials, invoices, spend reports and screenshots of your revenue. None of them address whether a policy was violated, and volume of attachments does not substitute for relevance.
Then wait without touching the account. No budget edits, no new payment methods, no new admins, no reposting the ads under review. Every change during an open review is a new signal, and it can reset or complicate the decision you are waiting on.
If it is rejected
A second appeal is only worth filing if something material changed between the two. New evidence, a completed verification, a genuine correction you had not made the first time. Resubmitting the same state is noise and can close the case permanently.
If the response says the decision can't be reviewed, treat that as final for that asset. It is not necessarily final for the business — but it is final enough that continuing to appeal costs you the season and gains you nothing.
Set the stopping rule in advance, before you are emotionally invested: two properly written appeals, then rebuild. And run the rebuild in parallel with the appeal from day one, so the stopping rule costs you nothing when you reach it.
Whatever the outcome, settle any outstanding balance. Debt survives the account, attaches to the payment identity, and quietly blocks whatever you set up next.

Should I appeal in Arabic or in English?+
Write in the language your account is set up in, clearly and briefly. Where the surface allows both, submit the same wording twice rather than two different arguments — a contradiction between an Arabic and an English version is worse than either on its own. The language matters far less than whether you named the policy and named the fix.
Can I reach a human at Meta from Kuwait?+
Sometimes, and it depends on your account state and spend. Live chat in the Business Help Centre appears for some accounts and not others, and it frequently disappears exactly when the account is restricted — which is when you need it. Try it while the account still has any active state. Partner escalation exists too, but it is narrower than it is usually sold as, and any agency claiming it guarantees an outcome is overselling it.
How long should I wait before assuming the appeal failed?+
Give it the normal window without touching the account, then treat continued silence as an answer for planning purposes even if the case stays technically open. The practical rule: if you have heard nothing and the business is losing meaningful revenue, the wait has stopped being a wait and your attention belongs on continuity and the rebuild instead.
