The mistake that costs more than the ban
Most Kuwait businesses lose more money to the fortnight they spend waiting than to the restriction itself. The appeal goes in on day one and then the entire team watches a page that will not change for weeks, while the shop, the staff, the stock and the rent carry on exactly as before.
The account is a distribution channel. It is not your customers, your products, your reputation or your list. Almost all of those are still fully available to you the morning after a restriction, and the businesses that come through this well are the ones that act on that within 48 hours.

Hours 0–24: move the budget
Take your two best-performing ads from the last 90 days and rebuild them natively for one other platform. Not reposted — rebuilt. A 9:16 vertical cut with the hook in the first second for TikTok or Snap, or a search and Performance Max setup on Google if your demand is intent-led rather than discovery-led.
Pick the platform by who you sell to, not by what you have heard. In Kuwait, Snap skews to a younger and highly local audience, TikTok reaches broad and moves fast on creative, and Google captures the people already looking for what you sell. Whichever one your existing creative converts to fastest is the correct first move.
Start at a test budget and expect the first week to behave like a launch, because it is one. Costs will not match your Meta numbers immediately and the creative will need iterating. That is a rebuild, not a transfer, and knowing that upfront stops you killing it on day three.
Do not pause everything else while you do this. Organic posting, stories and your existing customer communication all become more important the moment paid stops, and they cost nothing but attention.
Hours 24–48: activate the list you already own
This is the fastest revenue available to you and almost every restricted business in Kuwait is sitting on it unused: months of order history, phone numbers, delivery addresses, and people who already bought once.
Segment simply. People who bought in the last 60 days. People who bought once, six months ago, and never came back. People who asked a question and never ordered. Three segments is enough, and each one needs a genuinely different message.
Write something useful rather than a discount blast. A restock they asked about, a size that came back, an offer that makes sense for what they actually bought. A list that only ever hears about discounts stops opening.
Send it on the WhatsApp Business API with approved templates, in batches, to people who genuinely opted in, with an easy way out. Measure without the pixel
Losing the ad account exposes how much of your reporting was borrowed from a platform that just locked you out. Fix that now, because it keeps paying after the account comes back.
Three things cover most of it. GA4 with proper e-commerce events, so traffic and revenue are recorded independently of any ad platform. A how did you hear about us question at checkout or in the WhatsApp conversation, which is unfashionable and remarkably accurate in a market this size. And a distinct discount code per channel, so influencer, WhatsApp and each ad platform can be separated in the sales data itself.
Keep the conversions API pointed at a dataset you own rather than one buried inside a restricted asset. Server-side events keep flowing and shorten the rebuild if you do end up starting a new account.
This is also the moment to export everything you still have access to: performance history, creative files, audience source lists, catalogue, lead forms. Restricted access often still allows exports for a short window, and what you save now determines how fast you recover later.
