Bulk WhatsApp messages for Kuwait businesses, the official way

A WhatsApp broadcast sends a Meta-approved template to a list of people who agreed to hear from you, through the official API. In Kuwait a marketing message costs $0.0341 today and $0.0792 from 1 October 2026, before the provider's markup. Meta caps how many people you can reach each day, and WhatsApp limits how many marketing messages each person receives.

Why unofficial bulk senders lose numbers

Search for bulk WhatsApp messages in Arabic and many results offer to send «without a ban». They are usually browser extensions, WhatsApp Web scripts or sender apps that push messages through an ordinary WhatsApp or Business app account. That breaks WhatsApp's terms, and numbers used that way are the ones that get banned.

No tool can make that safe, whatever the advert says. The route WhatsApp supports is the Business API: messages sent from your own business, using templates Meta has approved, to people who agreed to hear from you, within Meta's limits.

Even on the API, nobody can promise a number will never be restricted. Quality depends on how people react, and blocks and reports count against you. What the official route gives you is a published rulebook, a quality rating you can watch, and a documented way to reach more people as you earn it.

How a broadcast works

A broadcast is a template message sent to a list. The template is written in advance, submitted to Meta under a category — marketing, utility or authentication — and approved before use. It can carry an image or video header, variables for the customer's name or branch, and buttons such as a quick reply or a link.

In Gallabox you pick the audience by uploading a list, including from Excel, or by filtering contacts on tags, fields and opt-in status, and you save it as a segment. You send a test to a few sample contacts, then send now or schedule it. Scheduled broadcasts can be edited or cancelled, and undelivered messages can be retried on a date you choose.

Meta's limits: how many people, how often

Meta limits how many different people a business can send template messages to in a rolling 24 hours. New portfolios start at 250. The next steps are 2,000, 10,000, 100,000 and then unlimited. Since 7 October 2025 the limit belongs to the business portfolio and is shared by all its numbers.

To reach 2,000 you either verify the business with Meta or deliver 2,000 high-quality template messages to unique users within 30 days. After that, Meta raises the limit automatically, within 6 hours, once you have used at least half of it over 7 days with good quality. A new number with a 10,000-contact list sends in batches over several days; that is normal, not a fault.

There is a second limit per person. WhatsApp restricts how many marketing messages each user receives from all businesses combined, adjusts it per person, and publishes no number. When a message is held back you get error 131049. Wait 24 hours before trying that person again.

What a broadcast costs in Kuwait

Meta charges per delivered template, by category. Until 30 September 2026 Kuwait is billed in the Rest of Middle East group: $0.0341 per marketing message and $0.0091 per utility message. From 1 October 2026 Kuwait becomes its own market, and the marketing rate rises to $0.0792, more than double, with utility at $0.044.

Gallabox passes Meta's fee through on the invoice with a 15% markup, so a Kuwait marketing message from October shows as $0.0911, billed separately from the monthly plan. Messages inside the 72-hour window after you reply to someone who came from a Click-to-WhatsApp ad stay free.

Two things follow. First, every contact who will never buy still costs you, so a clean, segmented list saves money directly. Second, don't slip an offer into a utility template to save the difference: since 9 April 2025 Meta can reclassify a utility template as marketing and charge it that way.

Opt-in, language and timing

Only broadcast to people who agreed to hear from you. Ask where you collect the number — checkout, a website form, a QR code at the counter, a button in the chat — and record when and how they agreed. Give every marketing message an easy way out, such as a 'Stop offers' button that tags the contact. Send each contact one language. Submit the template in Arabic and English, store each person's preferred language in a contact field, and let the segment decide. A message that stacks both languages is long and reads as if nobody wrote it for them.

Timing is guidance, not a feature. Avoid landing a promotion at prayer time. In Ramadan, test an after-iftar send against your usual slot and let your own results decide. In busy weeks such as White Friday or National Day, remember that per-person caps count every brand's messages, not only yours, so some sends won't get through; don't resend within 24 hours.

Can I send bulk WhatsApp messages without getting banned?
Nobody can promise that. The route that follows WhatsApp's rules is the official API with approved templates, opted-in contacts and Meta's limits. Tools that bulk-send from the ordinary app break the terms, and those numbers are the ones that get banned.
How many people can I message per day?
